The term NCS is not appropriate because many of the students do speak Chinese.
It's a self limiting term, which defines student by what they can't do, instead of reflecting their true achievements and potential for future learning.
The terms EM and NCS are used almost interchangeably, putting the blame for the students' shortcomings on the student, instead of addressing the real problems of inappropriate teaching strategies, lack of teacher training and suitable resources.
