The Standard | Schools receiving non-Chinese speaking grant not monitored by Education Bureau

Some 283 schools receive the Grant for Non-Chinese Speaking (NCS) Students up to HK$1.5 million. However, the latest government’s audit report notes that some schools have not been monitored by the Education Bureau.


Schools can apply for a grant ranging from HK$650,000 to HK$1.5 million since 2014/15.

In the period from 2014/15 to 2018/19, a total of 283 primary, secondary and special schools received the Grant and they didn’t fully utilize the Grant. On average the schools receiving the grant used less than half of it in each school year.


Among the 283 schools, 44 of them had never been visited by the Bureau in those 4 years, while the Bureau was supposed to conduct supervisory visits to those schools to monitor their use of the Grant.
