SCMP | Implementation guidelines and outcome tracking metrics needed for NCS Grant, says HK Unison

Hong Kong Unison calls on The Education Bureau to develop guidelines for money spent by schools to support children from non-Chinese speaking families learning Chinese. Executive Director, Phyllis Cheung, says outcome-tracking metrics to improve effectiveness of the grant are also required.
